i thought all their letter said was that the car had been recently serviced and during the service they hadn't been told about any headlight issues.
not doubting you, but if there isn't proof that the headlight wasn't out, then that shouldn't be called a "trumped up" charge. If it has been proven though that both headlights are working, my apologies and you are correct.
