I know a lot of people would probably disagree with me, but it should be against the law to ride a motorcycle/scooter/bicycle from sundown to sunup. Even with lights and reflectors, it's still sometimes difficult or impossible to see them until you're right on top of them. This guy might have done everything right, but if he hadn't been riding his bike on the road that late at night, he wouldn't have gotten hit.
