I see your point, although I'm not quite sure it's accurate.
However, those city residents knew before they bought their homes that they would have to pay both city and county taxes, and they chose to buy those homes anyway. I, on the other hand, chose to buy outside the city limits to avoid paying double taxes and have never regretted that decision.
