It's called the hardship department. Every service to the public has an obligation by the provider, if deemed a natural need for life, (electricity, water, sewer, shelter), to provide such services, and have a financial dept. to work with those in need of financial assistance, or are in hard times, or an event that altered their life financially.
I dont expect charity...I expect customer service!!!
