Throughout his Presidency, he was saddled with a Democratically controlled Senate and a marginal Congress.
IN 1992 or 1993, Clinton tried to put through universal Health Care. Read some history. Hilary got pummeled over it. Why, you ask. Because they were going to fund it by cutting off entitlement recipients' benefits at 2 years. That sent screams through the system. And killed universal health care for 16 years.
You can not blame W for that. And you can not blame him when the votes are consistently stacked for the Democrats.
