Well the poor fellow who passed was a renter, so his family may sue the homeowner who will turn it over to homeowners insurance who will go after homeowners association and or developer or builder.
Not accusing anyone of anything-just observation and opinion.
A simple fence around retention ponds could save the lives of more.
