Since you do not have even a clue on the facts I will try to help you out.
The person from Raleigh is a paid professional that works for a group the city belongs to. I can not remember what the group name is but it was announced in a previous meeting and it was also announced this professional help comes free as it is part of the dues the city pays. So, your city, if you actually live in BSL had a professional personnel manager come in, at no cost to the city, at the invite of the city, in order to help the council with any questions they may have. Council did this. Good for them and good for the city. So, no tax money went out and by the way, there is much more going on in this city and much more important issues than the rejection of a candidate for a police officer's job, because of his admitted criminal past.
Oh but it is election time! But "they" say this has nothing to do with politics. Yeah right! Pigs Fly, too!
