I am sure over this past summer the CFPUA has seen people's water bills go way down. We put in a well my bill from them was for April - June it was $424.53 my last bill June-August $84.16 and we aren't the only ones in my subdivision that did it. I seen one company put in 4 in 1 week.. What did they expect for us to keep paying and paying.
