Sometimes small towns like Leland are so fascinated by big city cops, they do not take into account the power and the influence the police chief's position in a town the likes of Leland carries with it and so they end up with these kinds of problems. You can't base hiring decisions on qualifications on paper alone and not suitability in my opinion. The fact that a man would spend over $8000 of taxpayer money, I suppose, to go to the SMIP three week school should have been a bright red flag.
