Regardless of what people think, the FBI has no jurisdiction in this case since there has been no Federal Law broken. As hard as that is to believe, FBI can't just swoop in anytime they want. Now if the SBI uncovers violations of Federal Law then its a different story. If the SBI determines no laws have been broken but personnel policy has, then it falls back on the town for punishment. SBI can't enforce Town Policy...
