This ordnance was create in 2008 because of a bar that had its windows bored up and surrounding property/business owner's felt uncomfortable.
(I have city officials stating that on tape!) Well that bar is no longer their.If the city truly wanted to in act an ordnance that made sense it would read more like this(If a Zoning official or Law Enforcement officer cannot see clearly into your business you are at violation.) Secondly this ordnance is city wide not just for the CBD . and thirdly when you buy commercial property your not only buying Sqr.feet your also buying window frontage or road frontage.This is a clear and direct attack on the worth and future value of all Wilmington's commercial property owners!
