WPD is good for that anyway, I was downtown and saw 3 african americans get stopped by a cop on a horse and he demanded identification. The guys weren't doing anything at all but talking and walking.
Either this is an african american, or it's a caucasian trying to set-up one to steer the cops in another direction.
