The city and/or county should impose fines upon the person named on the signs if they are still out two weeks past election. Granted, there will be some that will collect signs of people they don't like and post after that time is up, but that would be the cost of running. Or make them pay for every sign they want to post and use that money to fund a cleanup starting the day after election day.
