More than a year late, actually means they have successfully extended the hassle factor far beyond what it would have normally taken to complete the project. If you can inconvenience the normal traffic enough, sooner than later they will be converts for any solution.
This project should have been scheduled for late nite closures from the beginning, except for painting which would require daytime temps.
3rd shift work is not unheard of and there wouldn't have been much overtime at all.
But, this is totally the norm for state government. I believe any Jr high student would have been able to examine and schedule this project to have been completed faster.
Instead of the Highway Patrol investigation, they should have investigated the DOT, and done some genealogy to determine which govt leaders stood to profit from the skyway to nowhere.
This bridge repair has been nothing except a fiasco. DOT needs some kids on the program.
