Firstly, I am in no way defending the driver... If you hit anything stop your car, and make sure it is okay, and that goes for dogs, deer, cats, and most importantly Humans.... I hope this person is found or surrenders...
Secondly, the article above reads the young man was wearing a dark blue hooded sweatshirt. It is hard to see people "Jaywalking" in dark clothing near midnight. Also, a lot of young people like to cross the street and walk and expect drivers to slow down and wait for them to cross... Pedestrians have the right of way, but people crossing streets should look both ways, and make sure if they decide to cross they have enough time to cross before traffic "Hits" them!! Even if the driver stopped the young man would still be in the hospital... I know that section of Carolina Beach road, and there are no cross walks...
I hope the young man heals, and the driver found... May this lesson be learned that you can't always depend on drivers to slow down or stop... make sure you have ample time to cross, and look in both directions...
