they did not call because there was no shot...do you notice they say nothing about where the person was shot? they just happened to be NHHS students whom were not in school. It was during school hours and they were students so it was presumed initially that it happened on campus. The victim later claimed it happened around 16th/market but you can't get shot on the street and no one hear a bullet, no casings, and no blood. think about it.
