Each state varies in their criteria involving a missing loved one who may qualify for a Silver Alert. It is not only for elderly, in many states, but also for those who have cognitive disorders or disabilities such as developmentally delayed, autism, stroke patients, etc. So in fact it can be anyone over the age of 18 that may qualify for the Silver Alert who goes missing and has met the criteria.
