How is this is "a victory for the First Amendment" when you are suppressing a person's right to free speech and their freedom of religion? When will these people ever realize that it is freedom of religion and not freedom from religion? If you don't want to hear a prayer then don't listen. If you don't want to hear it before a meeting then come to the meeting after the prayer is said. Don't tread on someone's right to speak, to exercise their religion or to express their beliefs. And keep in mind there is no freedom from being offended.
Also, there is no separation of church and state in the US Constitution.
