I thought community policing was supposed to curtail this. Aren't there supposed to be regular patrols by the same officers so that they can get to know the people who are supposed to be in a particular area, and those who they could deem as 'suspicious'? Sounds like WPD isn't doing as good a job as they should be doing downtown.
