Not that I'm a huge fan of Berger, however, I must say he looks better than his peer to the right of him. No jacket or tie at all. Rather a crooked one than not one at all - at least he made an effort to look professional. Don't let any of them fool you. Lucky for the other commissioners, Berger has the "media headlights", because if not, one of them would!
