I wonder which "customer" he is talking about. Maybe it's the one who benefited from the Gravely party. Or is it the one who was to benefit for the county not wanting to pick up the yard debris after the hurricane. Most likely though, it's the customer who has profited the most from turning the utilities over to the CFPUA. It surely has not been the taxpayer.
