PENDER COUNTY, NC (WWAY) -- Pender County will introduce its new manager later this week. The County Commission will appoint Dr. Michael N. "Mickey" Duvall of Franklin as the new county manager Thursday morning. Duvall currently serves as the county manager in Graham County.
Pender Commissioners started searching for a new manager in September last year when current County Manager Rick Benton announced his retirement. The Commissioners plan to make the appointment Thursday morning at the beginning of their planning summit.
Duvall will start his new job on Monday, February 13. The county will pay him $105,000 plus a $10,000 annual travel allowance for use of his personal vehicle in conducting county business.
Benton says his last day is January 31. He says he plans to stay involved in the county, while also taking time to do some traveling.
Duvall has served as Graham County Manager since 2010. He also serves as economic development director. Before becoming Graham County Manager, Duvall served as Senior Economic and Community Development Director and Director of Tribal Grants for the Eastern Band of the Cherokee Nation from 2005-2010. In that role he was responsible for direction, oversight and implementation of tribal projects and initiatives, including management of the Cherokee Business Development Center and overseeing a variety of business, grant development, and other business and economic related programs.
Duvall served as a Professor of Public Administration at Western Carolina University from 1999-2005 and served as the Associate Director of the Public Policy Institute there. He served a term as a County Commissioner in Macon County from 1996-2000, and has taught political science and public administration at Southwestern Community College in Sylva and at Asheville-Buncombe Technical Community College in Asheville.
Duvall earned a BS in Political Science/Public Administration from Western Carolina University in 1987, a Master's Degree in Public Administration from Western Carolina University in 1991, and a Doctor of Theology from Gulf Coast Seminary/New Orleans Baptist in 1993.
Duvall and his wife Katie have four children, Tanner, Michael, Wyatt and Abigail. He is an ordained minister and is actively involved in family activities, community service and particularly ministries focused on teens.
