Probably about 10 minutes. Who actually approved Mr. Sparks firm to handle this appraisal? Was it the current director of the WHA or the previous director? Mr. Quattlebaum. I may have misspelled, but then the race card would come into effect I am sure. Someone dropped the ball, pure and simple.
