28,000 is reasonable. They should actually get more. If animals are "property" then why are there veterinarians? A table and a chair don't need medical treatment. Animals have the same rights as humans. In fact, biologically speaking we are all animals. If the veterinarians at NC State were stupid enough to put a feeding tuube in the wrong pipe, then they don't have a leg to stand on.
