The video shows the two vehicles travelling in the same direction. The story reported that the officer saw the vehicle going down the road without any headlights, then he turned around. So, according to the news report the officer didn't say that the vehicle never had its lights on, he just said when he passed the vehicle the lights were not on. Therefore, there is not a lie involved.
As for the officer not turning his lights and sirens on, they don't always do that immediately. Sometimes when they see something, the will follow and observe before turning on the lights or sirens. People seem to be taking a little bit of information and making mountains out of mole hills. And as others have said, anything the officer said or did does not change the fact that the driver was reckless and the driver caused the accident, not the officer.
