The chief can set any random, arbitrary borders he's pressured to, but to most people the historic district, downtown, "Brooklyn," and the swinepit 'hood all merge into an indistinguishable cluster of violent crime.

It's oh-so-convenient to try and detach "downtown" from violence, but it's just as easy to be shot on 4th and Castle as it is on 5th and Wooster.
