Unfortunately, where there's public housing, there's crime. It's not any different anywhere in the country. Lack of a whole lot of things, i.e., education, parenting, you name it. Cesspools. Problem is, they don't always stay there, they venture out into where the law abiding, tax paying citizens live. Unfortunately, in many cases, it is in historic city's where public amenities abound. I am not afraid of the Downtown Historic area at all, it's what SURROUNDS it that scares me and I would never be caught driving through without my windows closed and doors locked...
