See and if that was Leland, the Officers would have to turn off their lights and turn around if this person did not stop. This guy who possibly killed a child would get away unless Leland know for absolute certain that he was guilty of killing the child. But if he simply dropped off a kid who died and then wouldn't stop Leland Officers can't chase. Thank you Sheriff for taking care of business and not letting criminals get away because of the scare of "liability".
