There is no money to be made by filing a complaint to the Special Education Department of a school district, trust me, been there done that. It is just a big pain in the butt and very stressful for the parent who is going through the process of fighting for a child's rights. The comparisons you make about "blind bus driver" and police officers in a wheelchair are insulting and not even close to good comparisons. How would you like it if your son's assigned kindergarten class went to the zoo and the teacher just forgot to invite your child because he was in special education classes most of the day? It happened to mine and I was very angry about it. These parents have a right to do what they are doing and they have a right to be angry about their child not getting the same benefits as other children.
