The people who are getting their bills paid already thru "charity" know that if they go to Social Services for help in getting a bill paid, the person will pay their non-essential bills, such as: cable, internet, and telephone bills, and wait for the essential bills for electricty, natural/propane gas, and water to be under threat of disconnection for non-payment, then they will come in to DSS to get their bills paid for by county programs, state programs, Progress Energy programs, etc.....I don't mind helping someone who comes into hard times, and is making an honest effort to pay their bills, but others know how to work the system, and they work it to the max!
