Renters don't have many options. Not to mention the high cost of hurricane type shutters or impact resistant windows, especially in this economy when people who own their property are struggling to just be able to make house payments.
Years ago, after a rather strong hurricane hit our area, I rode through Carolina Beach to observe the damage. I saw several houses with their windows blown out but all of those that were taped were still intact. These were older houses built long before impact resistant windows were available.
