With all due respect, taxpayers do pay for it. If the 3% ROC was used for something other than the convention center, that money could be allocated for something else that taxpayers currently are paying for. It's the old bait and switch. A good example would be the NC "Education" Lottery. Because money comes in from the lottery, money that would have been used from the general fund for education is diverted to something else. Zero net gain in education funds. Seems like it's easier to live a lie than the truth these days. Too bad this will all catch up someday with our still unborn progeny.
