For Pete's sake, Wilmington! Why is there always such a hold up on development and completion of structures? Look at the Walgreeens that's going up on Market Street and Kerr - how long has it taken to get up and running? A year now? And still not open? And what about the Staybridge on New Centre? That was tied up in development issues for YEARS. So pee or get off the pot, planners / developers - whoever it is holding up projects. If you're in for development, then let the builder get on with it, or don't agree to the project at all.
