Almost all the bicyclists I encounter each day while driving my car fail to follow basic safety rules and traffic laws. I suspect that when the rules favor the bicyclists, they are eager champions of traffic laws. When the rules do not favor them, such as rules dealing with red lights, stop signs, driving on the right, using hand signals, etc., bicyclists are strangely quiet and uncooperative. Safety and order require the participation of all parties.
