It's no wonder that Rufo and the Wilmington City Council are wanting to annex anything they can to increase revenue. Now they are putting free charging stations in the Market Street Parking Deck. My question is: When are they going to put free gas pumps in the parking decks? This is just another example of the poor management being handed out by the city council.
