If the city did that, county residents would never go into the city limits and would do all their shopping in the county (I know I would). Then the city would lose ALL income from county residents, and city residents would be forced to pay even more to support the city in the style to which it has become acustomed. As far as the Port Authority, have you ever heard of transporting goods by truck? They would never have to go into the city limits (coming from I-40).
If you want to pay higher property taxes AND sales taxes...yep, that's the way to go!
