If you werent aware Harrahs already has a Casino on the Cherokee land out in Western NC. But heres the funny thing. Up until a few days ago the casino was limited to having to no live dealers because somehow havign a live dealer in a card game was illegal in NC (not joking) so Cherokee had to spend hundreds of thousands to pay for electronic dealer tables much like online poker which relied on a random number generator and also kept some of the regional and national poker tournaments away from Cherokee which would bring money into the economy and tax money (due to avg combined prize pools in the millions meaning tax income for the state). Truthfully its alot easier to regulate a handful of larger casinos or poker rooms then these small mom and pop operations who can cheat much easier and little recourse for the players
