I am not an attorney, but it would seem to me the Petition is not officially considered filed until all signatures are checked and verified at which time it would be complete. It was *PRESENTED* to the City Council but it would not be *FILED* until the verification process was done. Since the deadline has not passed, I see no reason that the remaining signatures could not be obtained and added to the petition.
