Start at the Walmart and run all the way to the beach. Just don't use city resources to control traffic and clean up after the race, and keep the tourist dollars in the city (since they won't be able to get to your precious beach). By the way, if you can't afford paying an extra dollar on the $60+ registration fee, maybe you shouldn't be racing.
