The reality is there is only so much in the pot to ladle out to all of the state agencies. And a significant portion gets paid to the Feds for debt service on all the money she and her predecessor borrowed to keep Medicaid afloat.
Every time she speaks she helps future Governor McCrory's electoral prospects.
