The republicans are anti-public education and want to use tax money to allow any student to go to private school or a for-profit charter.
Perdue is just trying to stand on principle. A 1/4 cent tax increase would help jobs and affect very few, but politics prevents it. The. money is not "available" because the republicans have chosen to do other things with it.
