Painted a picture that was not at all good for the Mayor and council. Overall she pushed the idea that council was barreling forward with the stadium until Fulton/McCoy stepped in, and it hey hadn't had done that the city would have already done this.
Its leaves the reader wondering just how out of control city government is.
And although there were some pointed commentary in there against them Fulton/McCoy overall were painted as heroes. Saffo came off as condescending.
