No one should be texting while driving. Those that do consider themselves more important than anyone else and have no regard for others. Mom or Dad - what are you teaching your children when they see you do it? You are teaching them that you are above the law and that you are more important than anyone else. Teenagers that text - teenagers are inherently dangerous anyway because they get so distracted - now mix that with texting and you have the recipe for disaster. The police are no different - you are expected to uphold the laws and you are expected to obey them. You are a danger to yourself and others if you are texting, no matter what the reason for it. If it is that important, than pullover. THERE IS NO EXCUSE FOR FROM ANYONE!
