Her statements alone show she didn't care at all about fracking and this was a deal to get her precious incentives. S709 pales in comparison to S820. S709 was a study to look at a regualtory framework for fracking. S820 legalizes fracking, sets the rulemaking in place and puts it in the hands of a newly formed industry laden commission. She can rationalize this all she wants but the facts speak for themselves.
