Before you put a ban on smoking on the beach, why doesn't Carolina Beach think about putting more ashtrays on the beach. It has been proven that when stores have ashtrays out front where they can be seen there are a lot less butts on the ground... So why doesn't the beach think about doing the same and see if they have less butts on the beach.
