Thats a great idea and both towns...all beach towns should invest in butt cans to sit along side the trash cans, it would help a little. It wouldnt solve the problem of the people on the beach sunbathing who want to smoke but are too lazy to walk back up to the beach access to put their cigarette out.
Carolina Beach and most towns dont have the police force that would be required to enforce such a law. They have other more important things to worry about...like keeping the streets safe for you and your kids to walk on at night.
Easy solution is add more butt cans to help lighten the amount of butts left on the beach
