maybe i am wrong, but i think littering is already illegal.... and after all, a "new" regulation like this is only designed to create revenue via tickets..... do your job, and stop smoker from tossing butts on the beach.. it is not even hard.. just pull up and look down... if butts give ticket and move to next site..... you guys are gonna loose all control over the situation if you don't stop.... take it from me, averageJoe, we are on to this game of freedom snatching.....
