The story plainly states HE not she was charged. As of this date that may have changed since I can't seem to find any follow-up story.
The big question is did he steal it from the store as a fresh, unscratched ticket or had he checked it for a customer, saw the win and then told them it was not a winner and kept it. Had the store manager caught the missing ticket from and Audit, saw it on a video from store security camera,, or what?? How di he know to call the lottery officials?
