The good thing about laws is that most people comply. Most residents here are good people. Having a law in place will cut the butts on the beach immediately.
As for enforcing the law, a few tickets will give incentive for the rest.
The fact is that we'll always have few people that don't respect law or the town or the rights of the majority. Its sad but true. At least with these few the police have the right to approach them. Violate one law and you'll find it likely they've been violating other laws. This could be a good thing.
I don't expect our very excellent, professional police force to spend their time writing tickets in leiu of addressing more serious isues, but if they write a few (like they do for speeding) it will motivate 99% of the people on the beach.
