I suppose any plan is better than no plan. But those seats will provide no ballistic protection. Bullets will go right through them. Add in 100+ people trying to get out at the same time and you'd have a better chance getting trampled than escaping.

And it's nice that the SWAT team practices this stuff. But that is completely irrelevant. The whole thing was over in a matter of seconds, maybe a couple of minutes.
